Michael Kallish, CEO
As CEO, Mr. Kallish leads Encoda’s corporate strategy and growth. Mr. Kallish’s career in healthcare IT spans 25 years, including operations management, business strategy development, acquisitions, sales and sales management. Prior to Encoda, Mr. Kallish led business development for RemitDATA, Inc., a venture funded, healthcare IT company focused on comparative revenue cycle management (RCM) analytics (acquired by eSolutions).
Prior to RemitDATA, Mr. Kallish led corporate development at Medical Present Value, Inc. (MPV) a healthcare IT company focused on developing SaaS-based RCM and patient access solutions (acquired by Experian Health). Prior to MPV, Mr. Kallish held senior management positions at leading physician practice management and billing software companies including WebMD Practice Services and Medical Manager Corp. (now part of Greenway Health).


Bronson (Bill) Cox, COO
As COO of Encoda, Mr. Cox oversees Encoda’s development and operations. A veteran of the healthcare technology industry, Mr. Cox has more than 20 years of experience in general business management, business strategy, software product development and project management. In 2004, Mr. Cox co-founded Encoda.
Prior to founding Encoda, Mr. Cox held various executive-level positions within WebMD Practice Services, and was responsible for managing the technical support and engineering staff for the company’s 99 facilities and 11 data centers throughout the United States. At Lee Data Systems, a reseller for The Medical Manager practice management software (now part of Greenway Health), he held various positions within the organization including Director of Technology Services.
Allen Starkman, Chief Product and Strategy Officer
As Encoda’s Chief Product and Strategy Officer, Mr. Starkman is responsible for providing forward-thinking strategies to help Encoda enhance its intuitive, world-class revenue management and analytics platforms. With 30 years of healthcare experience, Allen has managed multi-state healthcare operations.
Prior to Encoda, Allen was the Chief Revenue Cycle Officer for Forefront Dermatology, the largest dermatology roll-up in the United States with over 225 locations and over 425 clinicians. The RCM platform that he designed was a driving force to help Forefront Dermatology achieve their tremendous growth and profitability.
Allen graduated from Wake Forest University with a bachelor’s in biology and continued his education at Duke University, earning his master’s in Healthcare Administration. After graduating, Allen spent time in the US Army as a Medical Service Corps Officer. Allen is active in HFMA, where he is a Fellow, and MGMA where he is a Certified Medical Practice Executive (CMPE).


Blake Howard, CFO
As CFO, Mr. Howard leads Encoda’s corporate finance department including financial planning, budgeting, analysis, accounts payable and receivables, vendor management, and payroll. Mr. Howard’s financial career spans 20+ years, building and leading strong growth companies through complex financial restructurings, capital raises, and rapid expansions; including working with private equity backed physician roll up groups and managed services organizations. Prior to Encoda, Mr. Howard spent 13 years with Women’s Care Enterprises of Tampa and 21st Century Oncology of Ft. Myers, where he served as VP of Financial Planning & Analysis and Interim CFO.
Mr. Howard earned a Bachelor of Science degree from University of Central Arkansas, a Master’s in Business Administration for the University of Alabama at Birmingham, and a Master of Science in Healthcare Finance from Johns Hopkins University.
Samuel Ambrose, VP of Strategic Partnerships
As Vice President of Strategic Partnerships, Mr. Ambrose develops and manages our partnerships with clinical and practice management software vendors and other valued partners. Mr. Ambrose brings more than 30 years of sales, marketing, and business development experience to Encoda, with over 15 years in healthcare IT working in SaaS, practice management, electronic healthcare record, revenue cycle management, and medical device companies.
Prior to joining Encoda, Mr. Ambrose was the Head of Marketing for Modernizing Medicine, Chief Marketing Officer & VP of Sales for Pulse Systems, and the Vice President of Sales, Marketing, and Business Development for the PositiveID Corporation. Mr. Ambrose graduated from Florida State University with a Bachelor of Science degree and Master of Science degree, both from the College of Communication.


Ryan Strauss, VP of RCM Services
As Vice President of Revenue Cycle Management, Mr. Strauss is responsible for providing strategic leadership and direction for all Revenue Cycle operations. Prior to joining Encoda Mr. Strauss held various strategic positions within Optum RX (a division of United Healthcare) in the Worker’s Compensation and No-Fault Auto division.
His most recent position with Optum RX was Director of Revenue Cycle Management, where he led the Accounts Receivable consolidation of five WC organizations. Mr. Strauss graduated from Florida State University with a Bachelor of Science degree in Finance and earned his Master of Business Administration degree from Saint Leo University.
Vicki Allen, VP of Client Implementation
As VP of Client Implementation, Ms. Allen leads Encoda’s project management office and vendor management to include client implementations and Encoda strategic initiatives.
Ms. Allen’s healthcare career spans 36 years to include practice administration, healthcare consulting, operations management, revenue cycle and clinical application implementations, and sales. Prior to joining Encoda in August 2022, Ms. Allen was Senior IT Director, Revenue Cycle Systems for Texas Oncology, a 650+ oncology, hematology, surgery, and urology provider group, where she built the telehealth program, implemented new revenue cycle technologies, and helped lead the practice management system conversion. Ms. Allen has extensive experience in healthcare technology implementations for provider practices and building project teams.
Ms. Allen graduated from the University of Phoenix with a Bachelor of Science in Business Administration with honors in 2009, obtained her PMP certification in 2011, and graduated from the Leadership Academy sponsored by US Oncology, a division of McKesson, in 2021.


Allison Halley, VP of Human Resources
As Encoda’s VP of Human Resources, Mrs. Halley is responsible for managing a strong and inclusive company culture and helping the business achieve objectives through its people strategy.
With 25 years of experience, Allison has shaped high-performing cultures at both start-up and Fortune 500 companies to drive employee performance while maximizing organizational effectiveness.
Prior to Encoda, Mrs. Halley was VP of Human Resources for TAVHealth (acquired by Signify Health), and Medical Present Value (acquired by Experian Health).
Allison graduated from the University of Texas at Austin with a Bachelor of Business Administration.
David Pareja, VP of Sales
As Vice President of Sales, Mr. Pareja leads our sales team in delivering innovative revenue cycle management workflow and analytics software and services to new Encoda clients.
Mr. Pareja brings 24 years of healthcare operations, marketing, sales, and entrepreneurial experience. His passion for healthcare operations developed after partnering with his father’s medical practice, Pareja Medical Center. David created a thriving business model by unlocking the secrets to insurance reimbursement and patient payments while managing the operation. When his father sold his medical practice, David took his consulting model to other physicians and continued building a career in healthcare.
Before Encoda, Mr. Pareja was VP of Sales at Millennia and Credence Global Solutions. David graduated from Northern Michigan University with a bachelor’s degree in Finance in 2003.
